Brown County man faces felony

A Brown County man faces a felony for failing to register as a sex offender. He’s also being charged as a habitual offender after police discovered he was living at a home he had not listed on the registry.

Shawn O’Neill, 33, was charged Aug. 28 with a Level 6 felony for failing to register, and is facing a habitual offender charge since he has had four felony convictions since 2003.

Det. Brian Shrader with the Brown County Sheriff’s Department discovered O’Neill staying at a home on Deer Trail during a drug investigation there in April, according to a probable cause affidavit.

At that time, O’Neill said he was staying at the home while working on his car that had broken down. According to his change of address form for the registry, he was supposed to be living at a home on Oak Grove Road.

But while reviewing his paperwork, Shrader found that the address he listed didn’t exist. When he filled out his paperwork, O’Neill allegedly told Chief Deputy Brad Stogsdill that he was living with his brother on Oak Grove Road.

When reached by police, O’Neill’s brother was “shocked” to find out that O’Neill had used his address for the sex offender registry and that he had told police he was living with him, according to the affidavit. The brother wanted to come in to make a statement because he wanted his address off of the registry. He said O’Neill had stayed with him a couple of nights over a few months, but never lived with him.

During a phone call visitation, O’Neill could be heard talking with another inmate, and he said he was living on Deer Trail because he had nowhere else to live, the affidavit states. He was also heard talking with a woman who was visiting him at the jail about not living at the Deer Trail home anymore, the report said.

After the drug investigation in April, O’Neill was charged with unlawful possession of a firearm by a serious violent felon, a Level 4 felony, after police reported finding a gun in his car at the home.

Battery charges filed against man

A Brown County man has been charged with domestic battery after police say he assaulted a woman on Aug. 31.

Brown County Sheriff’s Deputy Austin Schonfeld reported that Joseph Koller, 52, shoved a woman, punched her and then pulled her hair, according to a probable cause affidavit. The victim sustained an abrasion to her nose and said that her upper lip was tender.

Two witnesses reported seeing the shoving. One witness broke up the fight, according to the affidavit.

Koller was charged Sept. 6 with a Class A misdemeanor.
