Police say a barefoot, shirtless man ran from his vehicle at the Brown County Sheriff’s Department to tell an officer people were chasing him.

The incident happened at about 5:20 a.m. the day after Christmas 2017, according to a probable cause affidavit by Brown County Sheriff’s Deputy Joe Jackson.

Jackson reported he was at the Law Enforcement Center when Joshua L. Farley, 34, ran out of his vehicle toward him to say people were chasing him, that they were under his house and that he hit something with his vehicle, but wasn’t sure what he hit.

It was 15 degrees out, and the man was wearing soiled jeans, but no shirt or shoes. Jackson reported that Farley was “very hyper,” talking fast and could not sit still.

A chemical test showed methamphetamine in his system, the affidavit states.

Farley was charged April 2 with operating a vehicle with a Schedule I or II controlled substance or its metabolite in the body, a Class C misdemeanor; and operating a vehicle while intoxicated, a Class C misdemeanor.
