Authorities: Man who overdosed facing charges

A Brown County man who was found unresponsive following an overdose now faces a felony charge for unlawful possession of a syringe.

Charges were filed against Justin Shepherd, 29, on Oct. 26 for unlawful possession of a syringe, a Level 6 felony, and possession of paraphernalia, a Class C misdemeanor.

The day prior, police were dispatched to a barn in the 2100 block of Green Valley Road for a report of a person who had overdosed, Det. Brian Shrader reported in a probable cause affidavit.

Shrader reported he knew the barn belonged to the Shepherd family and that he knew Shepherd was a heroin user. He reported that he and Chief Deputy Brad Stogsdill both brought Naloxone with them.

When Shrader arrived on scene, he found Shepherd to be unresponsive, that he barely had a pulse and was taking what Shrader thought were his last breaths. Shepherd was then administered two doses of Naloxone, the affidavit states.

After a minute with no results, two more doses were given. EMS then arrived on scene and Shepherd woke up after Shrader pulled him up.

While being secured for an ambulance ride, jail commander Tony Sciscoe reported finding a syringe in Shepherd’s right pant pocket and while removing the syringe a small piece of tin foil was also found, the affidavit states.

But nothing was found in the tin foil.

Shrader reported finding three cell phones laying besides Shepherd and half of a pop can that had brown melted residue on it that Shrader suspected was from heroin, according to the affidavit.

Shrader said the can had been used to melt the heroin down to bring it up into a syrnge. Shepherd was transported to Columbus Regional Hospital.

While at the hospital, probation issued an arrest warrant for him for a probation violation. He was arrested at the hospital and was eventually brought back to the Brown County Jail.
