Pursuant to Indiana Code 6-1.1-20-5, notice is hereby given that the Board of School Trustees of the Brown County Schools has preliminarily determined to issue bonds in one or more series in the aggregate amount not to exceed $3,670,000 to fund the following proposed (i) renovation of and improvements to Helmsburg Elementary School; (ii) renovation of and improvements to Sprunica Elementary School; and (iii) renovation of and improvements to school facilities, including the purchase of equipment, technology and buses.

AUTHORITY
TO ISSUE MORTGAGE CREDIT CERTIFICATES FOR ITS 2020-A PROGRAM
Notice is hereby given pursuant to the provisions of Treasury Regulation Section 1.25-4T promulgated under Section 25 of the Internal Revenue Code of 1986, as amended, that the Indiana Housing and Community Development Authority (the “Authority”) will issue an amount not to exceed One Hundred Fifty Million and 00/100 Dollars ($150,000,000.00) in Mortgage Credit Certificates for 2020 (hereinafter referred to individually as “Mortgage Credit Certificate” or collectively as “Mortgage Credit Certificates”) pursuant to its 2020-A Mortgage Credit Certificate Program. The Mortgage Credit Certificates will be available to qualified individuals no earlier than ninety (90) days from the date of this publication. In order to be eligible to receive a Mortgage Credit Certificate, an individual must meet the following requirements:
A Mortgage Credit Certificate will be issued only to an eligible borrower in connection with the purchase of a Single Family Dwelling located in the State of Indiana. For this Program, a Single Family Dwelling means structurally sound and functionally adequate housing (of a type generally taxed as real estate) including fixtures intended for occupancy by one family and the real estate appurtenant thereto reasonably necessary to maintain the dwelling’s basic livability.
A Single Family Dwelling to which the Mortgage Credit Certificate will be applied must be the eligible borrower’s principal residence.
An eligible borrower may obtain a Mortgage Credit Certificate only if he/she has had no ownership interest in a principal residence during the three-year period prior to the date on which the mortgage or other security instrument applicable to the Single Family Dwelling to which the Mortgage Credit Certificate is provided has been executed by the eligible borrower. An exception to this requirement is available in certain Targeted Areas.
The acquisition cost of the Single Family Dwelling may not exceed acquisition costs set from time to time, a listing of which may be obtained from the Authority.
The income of an applicant may not exceed the income limits set from time to time, a listing of which may be obtained from the Authority.
The Mortgage Credit Certificate may not be issued in connection with the acquisition or replacement of an existing mortgage. The Mortgage Credit Certificate will be issued only to an individual who does not have a mortgage on the Single Family Dwelling with respect to which the Mortgage Credit Certificate is issued at any time prior to the execution of the mortgage or other security instrument.
The Mortgage Credit Certificate may not be issued with respect to any residence any of the financing of which is provided from the proceeds of a “qualified mortgage bond” or a “qualified veterans’ mortgage bond” as defined in Section 143 of the Internal Revenue Code of 1986.
Mortgage Credit Certificates will be issued in response to applications which must be completed by an applicant for a Mortgage Credit Certificate. Applications may be obtained from the Authority or participating lenders which have expressed a desire to participate in the Authority’s Mortgage Credit Certificate Program. 2020-2024 Consolidated Plan for Housing and Community
Development
Notice is hereby given that the Indiana Office of Community & Rural Affairs (OCRA), and the Indiana Housing and Community Development Authority (IHCDA) plans to file their 2020 -2024 Five-year Consolidated Plan for Housing and Community Development (“2020 Consolidated Plan”) with the U.S. Department of Housing & Urban Development (HUD) on May 15, 2020, contingent on federal funding allocation decisions. In the event that federal funding is delayed, the plan may be submitted to HUD after this date. The Draft 2020 Annual Action Plan, a subset of the full Consolidated Plan, contains a funding contingency plan.
This document concerns programs that are funded through the U.S. Department of Housing & Urban Development under Title I of the Housing & Community Development Act of 1974 as amended. Annually, the state receives about $35 million for housing and community development funds. The Consolidated Plan provides guidance for allocation of those funds among housing and community development activities (e.g., economic development initiatives, infrastructure improvements, and homeownership and rental programs).
The 2020 Action Plan includes a one year spending plan for the Community Development Block Grant (CDBG) Program, the HOME Investment Partnerships (HOME) Program, the National Housing Trust Fund (NHTF), the Emergency Solutions Grant (ESG) Program, and the Housing Opportunities for Persons With Aids (HOPWA) Program.
The Office of Community & Rural Affairs will have the 2020 Consolidated Plan available for public inspection prior to its submission. Members of the public are invited to review the 2020 Consolidated Plan during the hours of 8:30 a.m. to 5:00 p.m., February 18, 2020 through April 10, 2020, at the Indiana Office of Community & Rural Affairs, One North Capitol, Suite 600, Indianapolis, Indiana 46204. ORDINANCE NO. 2-19-2020-001
WEST ROBERTSON ROAD SPEED LIMIT
WHEREAS, the Highway Department and the Board of Commissioners of Brown County, Indiana has determined, upon the basis of an engineering judgment survey and traffic investigation, that the prima facie speed permitted by the laws of Indiana is greater than is reasonable and safe under the conditions found to exist on W. Robertson Rd.;
SEC. 1: Now, therefore, be it ordained by the Board of Commissioners of Brown County, Indiana, that the reasonable and safe maximum speed limit on W. Robertson Rd. shall be as follows, to wit:
From SR 135 N to Richardson Drive, east and west bound, 30 miles per hour, maximum at all times unless weather or other conditions necessitate a slower maximum speed.
SEC. 2: Be it further ordained that these reasonable and safe maximum speed limits shall become effective February 19, 2020, or upon installation of appropriate signs, whichever is later.
SEC. 3: Violation of this ordinance shall result in a fine of the same amount(s) set forth by state statutes, as the relevant state statutes may be amended or recodified from time to time, to be paid into the County General Fund, plus an assessment of Court costs.
