IMPROVEMENT FUND
To the taxpayers of Lake Lemon Conservancy District (LLCD), Indiana. You are hereby notified that on February 27th, 2020, The Lake Lemon Conservancy District, Brown and Monroe Counties, Indiana, pursuant to notice heretofore given, and under and by virtue of Indiana Code 14-33-21, duly adopted a plan whereby a Cumulative Improvement Fund was established to provide for the following: Works of Improvement including Maintenance of Dam, Spillway and Sluice gate; Control of Nuisant Vegetation, Shoreline Erosion Control; Recreational Water Quality Maintenance; Capital Improvements to Riddle Point Park and Public Boat Launch.
The fund will be provided for by a property tax rate of $0.033 per one hundred dollars ($100.00) of taxable real and personal property within the taxing unit beginning in 2020 payable in 2021 and thereafter, continuing until reduced or rescinded, Ten (10) or more taxpayers in the taxing unit who will be affected by the tax rate and corresponding levy may file a petition with the Brown and Monroe County Auditors not later than noon 30 days after the publication of this Notice setting forth their objections to the proposed cumulative fund. Upon the filing of the petition, the County Auditor shall immediately certify the same to the Department of Local Government Finance, at which point the Department will fix a date for and conduct a public hearing on the proposed cumulative fund before issuing its approval, disapproval, or modification thereof.

On or about May 22, 2020, the Brown County Board of Commissioners intend to apply to the Indiana Office of Community and Rural Affairs (OCRA) for a grant from the Department’s Stormwater Improvement Program (SIP) grant of the State Community Development Block Grant (CDGB) program. This program is funded by Title I of the federal Housing and community Development Act of 1974, as amended. These funds are to be used for a community development project that will include the following activities: Stormwater improvements in the unincorporated town of Helmsburg, Brown County, Indiana. Improvements include, replacing old storm sewers along Helmsburg Road, Main Street, and 1 st Street with new pipe; extend storm sewers along the eastern portion of North Street; drainage ditch improvements in several areas; and install new street inlets in areas where none exist. The total amount of CDBG funds to be requested is $600,000. The amount of CDBG funds proposed to be used for activities that will benefit low and moderate-income persons is $389,340. The County also proposes to expend an estimated $323,014 in non-CDBG funds on the project. These non-CDBG funds will be derived from the following sources: $323,014 from the Brown County Redevelopment Commission.
The Brown County Commissioners will hold a public hearing on March 24, 2020 at 6:00 p.m. (local time) at the Brown County Community Church located at 2370 Main St., in Helmsburg to provide interested parties an opportunity to express their views on the proposed federally funded CDBG stormwater project. Persons with disabilities or non-English speaking persons who wish to attend the public hearing and need assistance should contact Diana Biddle, Vice President, Board of Commissioners, at [email protected] or call 812-988-4901 not later than March 17, 2020 during regular business hours.
