What can open, when: Indiana governor’s plan

Gov. Eric Holcomb unveiled a five-stage “Back On Track Indiana” plan this afternoon to reopen the state’s economy in the midst of COVID-19.

Some reopenings can begin as early as this Monday, with others being phased in according to the type and size of gathering those businesses can create.

The goal is to have everything fully open again by July 4.

Holcomb noted that this timeline could change based on the facts state officials are seeing while tracking the virus.

Also, local governments can make rules that are more restrictive than the state’s. In Brown County and Nashville, no other rules have been announced as of May 1, but the town council will be meeting on Tuesday, May 5 at 4 p.m. via Zoom to discuss “reopening plan for Nashville.”

For all counties except for Cass, Lake and Marion — which will open later — here’s the timeline for reopening other parts of Indiana’s economy.

STAGE 1

This is what we’ve been doing since March 24, with limited travel and limited business operations, and schools physically closed.

STAGE 2

May 4

  • Hoosiers 65 and older and those at high risk should remain home whenever possible.
  • Wearing of face masks in public settings is recommended.
  • Social gatherings of up to 25 people allowed.
  • Travel restrictions lifted; local nonessential travel allowed.
  • Continue remote work wherever possible.
  • Manufacturers can reopen following OSHA and CDC guidelines.
  • Public libraries can open.
  • Retail and commercial businesses can open at 50 percent capacity.
  • Malls can open at 50 percent capacity and indoor common areas at 25 percent capacity.

May 8

  • Religious services may resume indoors.

May 11

  • Personal services like salons and tattoo parlors can open by appointment only and with social distancing and face coverings wherever possible.
  • Restaurants and bars that serve food can open at 50 percent capacity, but with no bar seating and no live entertainment. Servers and kitchen staff must wear face coverings.

STAGE 3

May 24

  • Those 65 and older and those with high-risk medical conditions should limit exposure.
  • Continue remote work when possible.
  • Face coverings recommended.
  • Social gatherings of up to 100 people allowed.
  • Nursing homes remain closed to visitors.
  • No travel restrictions.
  • Retail stores and malls can move to 75 percent capacity with social distancing. Mall common areas like food courts and sitting areas limited to 50 percent capacity.
  • Gyms and fitness centers can open with restrictions. Employees required to wear face coverings.
  • Playgrounds, tennis courts, basketball courts and similar facilities can open with social distancing.
  • Community pools can open.
  • Campgrounds can open with social distancing limitations and sanitation precautions.
  • Movie theaters can open at 50 percent capacity.
  • CDC will provide guidance on day camps and overnight camps.

STAGE 4

June 14

  • Those 65 and older and those with high-risk medical conditions should practice social distancing and remain cautious at work and in community.
  • Continue remote work as needed.
  • Face coverings optional.
  • Social gatherings of up to 250 people allowed.
  • Nursing homes remain closed to visitors.
  • Professional office building employees may resume work at full capacity.
  • Retail stores and malls can open at full capacity with social distancing.
  • Dining room service can go to 75 percent capacity and bar seating in restaurants can open at 50 percent capacity.
  • Cultural, entertainment and tourism businesses like museums, zoos, bowling alleys, aquariums and like facilities can open at 50 percent capacity.
  • Recreational sports leagues and tournaments can resume.
  • CDC will provide guidance about day and overnight camps.
  • Large venues may open with adherence to social gathering guidelines.
  • Amusement parks, water parks and like facilities can open at 50 percent capacity, with reservations required.

STAGE 5

July 4

  • Those 65 and older and those with high-risk medical conditions should adhere to social distancing guidelines and remain cautious at work and in community.
  • Remote work optional.
  • Face coverings optional.
  • Social gatherings of up to 250 people allowed.
  • Nursing home guidance will continue to be evaluated.
  • K-12 school operations to be determined.
  • Retail stores and malls can open at full capacity.
  • Restaurants, bars and nightclubs may operate at full capacity.
  • Personal services can operate at full capacity.
  • Restrictions lifted at gyms and fitness facilities.
  • Conventions, sports events, fairs, festivals, the state fair and like events can resume.
  • Restrictions lifted at amusement parks, water parks and like facilities with social distancing.
  • CDC will provide guidance about day and overnight camps.
