Crash happened while stopped for ambulance

Police responded to a two-vehicle crash on Aug. 23 after a vehicle rear-ended another that was stopped for an ambulance.

The crash was reported just before 5 p.m. at the intersection of Town Hill Road and State Road 46 West, according to an accident report by Capt. Michael Moore with the Brown County Sheriff’s Department.

Rachel Francis, 31, of Indianapolis, was slowing in traffic due to the ambulance that was driving west and passing a semi. The semi had pulled to right side of the westbound lane. Francis said she did not realize the vehicle in front had made a complete stop until it was too late, the report states.

Francis said she did try to stop before hitting the vehicle in front of her — driven by 49-year-old Laurie Billings of Dupont — but was unable to do so in time.

Both Francis and Billings said the ambulance passing the semi was a contributing factor to the crash.

Billings reported having back pain. Francis was not injured. Both were wearing seat belts. Francis’ vehicle was towed.
