A Brown County man faces a felony after he was arrested on a warrant during a traffic stop.

Brown County Sheriff’s Deputy Joshua Stargell stopped Jacob A. Ruckman, 36, of State Road 135 North, on Jan. 17 after he reported seeing Ruckman turn onto East Washington Street without signaling.

Ruckman told the officer that the turn signal was blinking on his dash and that the bulb must be out, the police report said.

After running Ruckman’s name through dispatch, Stargell found he had an active bench warrant for failure to appear in Brown Circuit Court. He was arrested and taken to the Brown County jail.

The vehicle was towed. While doing a vehicle inventory, Brown County Sgt. Bill Southerland reported finding a black, zippered case in an open storage compartment under the cup holders on the dash. He also reported finding a Brillo pad and aluminum foil in the center console.

Inside the case, police reported finding a used syringe, a tourniquet, cotton balls and a clear plastic baggie with a trace amount of powder, according to the police report.

Southerland and Stargell attempted to field-test the powder, but the result was inconclusive.

Ruckman denied owning the case, but refused to say who it belonged to. He had told police the car belonged to his girlfriend, the report said.

He told police he uses methamphetamine through needles and showed bruises on his right forearm, the report said. He said had last used meth four hours before his arrest.

Ruckman was charged Jan. 18 with unlawful possession of a syringe, a Level 6 felony, and possession of paraphernalia, a Class C misdemeanor.
